In SF, the setting is itself a character, and in "Starter Pack" the setting is the antagonist: an interstellar hermit kingdom dating back many thousands of years that calls itself the Permanence, ruled by a brutal aristocracy who maintain continuity of intent through intergenerational mind downloading.
